Abstract: Following Barut's old idea of dynamical symmetry describing the mass spectrum of composite system we present the class of deformations of D=4 Poincar\'{e} algebra as possible candidates for the description of relativistic rotational nuclear spectra. These algebras do not have the Hopf algebra structure, i.e. can not be treated as generators (in quantum group sense) of some deformed D=4 Poincar\'{e} group.
